Jeffrey Pryce

Jeffrey Pryce is a Professorial Lecturer at Johns Hopkins SAIS and nonresident Fellow in its Foreign Policy Institute, where he focuses on International Security, Law and Diplomacy.  He has high-level experience in all three branches of government and repesenting the United States in major bilateral and multilateral diplomatic negotiations, with a particular focus on international security.  He is also of counsel and vice-chair of the international dispute resolution practice at Steptoe & Johnson LLP, and adjunct Professor of International Law at Georgetown University.   His project at the SAIS Foreign Policy Institute is focused on two issues:  nuclear weapons and foreign policy, and the integration of force and diplomacy in the response to conflicts of concern to the international community.   

 

From 1993 to 1999 Mr. Pryce served as a senior official in the Office of the Secretary of Defense, first as Special Counsel for International Affairs and then as the senior policy advisor to the Under Secretary for Policy.  In the former position, he negotiated over a dozen nuclear disarmament agreements with Russia, Ukraine, Belarus and Kazakhstan.  As Counselor to the Under Secretary of Defense for Policy, his responsibilities included formulation and articulation of US international security policy generally, in the interagency process, congressional testimony, and speeches and public statements.  He was particularly involved in policy and diplomacy regarding European security, including the Balkan conflicts, US-Russia relations and NATO enlargement; multilateral negotiations with international security implications; and critical regional security issues such as those arising in Haiti, Iraq and North Korea. 

 

Before joining the Defense Department Mr. Pryce served as law clerk to Supreme Court Justice Byron White for the OT 91 and 92 terms.  Previously he spent five years working on foreign policy and defense issues in the offices of Rep. Markey and Senator Kennedy. 

 

Mr. Pryce received a BA in Philosophy and Government from Wesleyan, an M.Phil in International Relations from Cambridge, and a JD from Yale.   He grew up in a Foreign Service family and speaks fluent Spanish.  Mr. Pryce lives in the District of Columbia with his wife Jennifer and their two children.
